- Begin to extend collectivism in agriculture, fully abolishes capitalism
- BUT opposition, especially in Saigon
- Party cadres, who were suppose to organize collectivism in the country-side , were often not willing and incompetent
- Also high corruption within party and top party leaders divided about communism
- Due to Cold War only supported by USSR and China
- BUT by mid-1980s totally isolated and even USSR reduces aid
