COLONIAL LEGACY THAT CHALLENGES THE NEW STATE
- Through the hands of several colonial rulers that dates back to the 16th century, no victorious Vietnamese had ever had the experience of managing a largely, agricultural economy for the whole of Vietnam. - Once Diem and RVN governors were gone from the Strategic Hamlets of the South, people found the chance to seize their own lands.
- Bad decisions of the war-time party leader of the old generation urged for Leninist-Marxist forced collectivization over the Deng style reforms that had begun to succeed in China. This had been operating the North under a military government for the duration of war. The result was a bitter and unmotivated peasant workforce that was forced onto collectives.
