The ignorant can refer to the leg of the stool where people are ignorant to the current circumstances to the rule. Propaganda was used for Hitler to ensure that the ignorant people were won over into accepting Nazi rule.

HOW HITLER CONSOLIDATED HIS POWER OVER THE IGNORANT
Hitler consolidated his power over the ignorant by emphasizing strong propaganda in all areas of Nazi life. To ensure that everybody thought of the Nazis in the correct manner, Goebbels set up the Reich Chamber of Commerce in 1933, an organization that death with literature, art, music, radio, film, newspapers. When Hitler came to power in January 1933, by May 1933, the Nazi Party felt strongly to publicy demonstrate where their beliefs were going when Goebbels organized the firs tof the infamous book burning episodes. Books that did not match the Nazi ideal was burnt in public- loyal Nazis ransacked libraries to remove the 'offending' books. Though the Nazis was the largest political party in 1933, they did not have a majority of support among the people. He was widely acclaimed throughout Germany, appealing to the ignorant through propaganda not only in posters but also in film, literature, and the news, enjoying unparalleled popularity and prestige.
