In 1928, the Social Democratic Party won the elections and Hermann Muller was appointed chancellor for the Weimar Republic. He formed a government, a new grand coalition including other parties such as the German's People Republic(DVP). Depression starting from 1929 resulted in unemployment, where millions lost their job. The SPD became the blame when workers became more and more dependent on the state. When matters became worse, the grand coalition came to an end, in March of 1930. After the breakup, no government was supported by a Reichstag majority until Hitler passed the Enabling Act after the elections in March of 1933. The breakup of the grand coalition in 1930 marked a decisive step on the road from democracy to dictatorship.
