The Enabling Act of 1933 was passed on March 23rd of 1933. An enabling act is a piece of legislation by which a legislative body grants an entity which depends on it for authorization or legitimacy the power to take certain actions. The final vote for the Enabling Act was 444 for and 94 against. All the constitutional criteria fro Deputies being present were there and the Enabling Act was signed into law.
Under the Enabling Act, the government had acquired the authority to pas laws without either parliamentary consent or control. Unprecedentedly, these laws could even deviate from the Constitution. The act effectively eliminated the Reichstag as active players in German politics. Along with the REichstag Fire Decree, the Act transformed Hitler's government into a legal dictatorship. This is why the Enabling Act of 1933 is said to be the second steps of Hitler becoming to the power. The act also effectively removed Presidential oversight.
